Shared cloud customer: Contact your project manager
Dedicated cloud or an on-premise customer:
Go to Site Administration
Organization > General Settings & Features
Enable the Catalog

Catalog Configuration
To configure the Catalog you need to be a Catalog Admin (Person who adds and maintains items in the Catalog). See also Roles & User Rights.
