A part can be assigned to AM Experts as well as AM Users. In case a part is assigned to an AM User, this user will get the same rights than an AM Expert for this specific part: they see the reports on the right of the part page as well as the button to move the part along the workflow.Assignee general rights can be defined per status in the settings.
